Spectrum position review checklist

Ten questions to answer before you defend a spectrum bid to your board, with a worked example built entirely from public auction data and no client material anywhere.

How to use it

  • Answer each question with a number and its source, not an adjective
  • Where you cannot get a per-market comparable, say so. Do not average a national figure in its place
  • Write the walk-away price first, then test everything against it
  • Take the completed sheet into the board meeting as the working behind the recommendation

Worked example: CBRS, from public data

The comparable everyone quotes is wrong for five counties in six.
$0.198
CBRS national average / MHz-POP
$0.032
median county paid
16%
of counties above the average
Filed · FCC Auction 105 results · retrieved 2026-09-17 · reproduced by the free tool

The worked example runs the checklist against a real position: what CBRS priority licences cleared at, per market rather than nationally. Every figure is reproducible in the spectrum cost tool, which opens each number’s receipt.

Recommendations

  • Anchor on the median for anything outside a top-25 metro; the national average overstates it by roughly six times
  • Price depth against the service you are selling, not the maximum the band allows
  • Name the walk-away number and what would have to change to move it
