Who it is for
Anyone being asked to sign a satellite, direct-to-device or neutral-host partnership.
What is in it
- Eight tests, six of them drawn from what the public record showed in our direct-to-device series
- A weighted score in which an unassessed test scores zero, so the number falls until the work is done
- A gate that flags any single failed test, because a high average does not make a failed spectrum-control test safe
- A worked example scoring the T-Mobile / SpaceX arrangement from the public record, in which two of the eight tests cannot be scored at all
